Рыночная капиталистическая экономика — прямая противоположность социалистической системе централизованного планирования и управления экономикой. Оговоримся, что это только в теории. На самом деле, как централизованная система планирования и управления менялась во времени, так и капитализм бывает разный в разные эпохи и в разных странах. Извесный экономист, лауреат Нобелевской премии П.Самуэльсон писал: «Уже один тот факт, что конкурентная система рынков и цен действует, служит лучшим доказательством того, что эта система, каковы бы ни были ее недостатки, является чем угодно, но только не системой хаоса и анархии. Она обладает определенным внутренним порядком и подчиняется определенным закономерностям»[1]. Рынок – это удивительный общественный механизм, созданный человечеством для удовлетворения потребностей людей.[2] В противоположность централизованному планированию и управлению экономикой, здесь каждый, из соображений собственной выгоды, а не по указке «сверху», принимает экономические решения: выбирает, какие товары делать или какие услуги оказывать, а с другой стороны – какие товары покупать и какими услугами пользоваться. В результате, в обществе производится именно то, что нужно и сколько нужно (имеется в виду норма, а не исключения, какими являются кратковременные в историческом масштабе периоды кризисов). Причем ресурсы используются наилучшим при существующих возможностях способом. К этому толкает конкуренция, то есть очень жесткий механизм естественного отбора: если ты не способен произвести товар дешевле и лучше других – уходи с рынка. Но, с другой стороны, это только в книжках «невидимая рука рынка» (термин, введенный великим английским экономистом Адамом Смитом) направляет индивида, «стремящегося исключительно к своей собственной выгоде… к результату, который не входил в его намерения». (Таким результатом, по Смиту, является удовлетворение интересов общества). Только в книжках можно найти так называемый чистый или совершенный рынок, требующий соблюдения ряда условий, главные из которых – «атомистичность», то есть участие огромного числа независимых продавцов и покупателей (фирм и индивидов), каждый из которых недостаточно силен, чтобы воздействовать на функционирование рынка; свобода «вхождения в рынок» любого производителя и любого покупателя; «прозрачность рынка» – полная осведомленность участников о происходящих на рынке событиях, отсутствие сговора между продавцами и некоторые другие условия. Современные рынки характеризуются смешанным распространением государственных, частных, монополистических и олигопольных структур. Тем не менее, на рынках многих продуктов (часто это относится к массовым продовольственным и иным потребительским товарам) большому числу продавцов противостоит большое число покупателей – в этом случае мы имеем подобие теоретическому «чистому» рынку и теоретической «свободной» конкуренции. Оно, это подобие, полнее в странах, где больше развито малое и среднее предпринимательство, и меньше – там, где доминируют крупные компании, холдинги и другие предприятия, имеющие возможность монополизировать целые сегменты рынка. Рыночный механизм отработан веками. В нем все определяет потребитель, а не производитель. Последний просто разорится, если будет производить то, что ему удобно, для чего у него есть благоприятные условия, оборудование, сырье, но потребителю не нужно. И заставить потребителя купить такой товар не может никто! Вот в чем главный принцип рыночной экономики, определяющий ее силу и эффективность. Только при социализме заводы и фабрики, если на то имелось плановой задание, могли производить продукцию, которая никому не нужна, и это их никак не волновало. На рынке, в основном, цены изменяются под воздействием соотношения спроса и предложения. Распределение ресурсов и объемы производства, наоборот, в целом ориентируются на цены как сигналы, информацию о состоянии рынка и о будущих тенденциях его развития. Именно поэтому для рыночной экономики характерна тенденция к оптимальной структуре производства и распределения благ. Существует много объективных факторов, затрудняющих вхождение в рынок новых участников. Например, если вы решили открыть новое производство уже известного товара, то надо, чтобы оно сразу было не менее массовым, чем существующие производства той же продукции – иначе вы не сможете вступить в конкуренцию с ними, то есть предложить покупателям более низкую цену. Между тем, создание массового производства и быстрое его освоение требует очень большого начального капитала. Образуется так называемый «барьер» для вхождения в рынок. У рынка есть много и других ограничений. Общеизвестна необходимость и важность регулирующего вмешательства государства в экономику. Мера, степень такого вмешательства – предмет постоянных дискуссий между разными политическими течениями и разными направлениями экономической науки в современном мире. Обычно тех, кто выступает за более активное вмешательство государства в экономику, называют «дирижистами» или «активистами»; тех же, кто настаивает, что вмешательство должно быть лишь минимально необходимым, – либералами. В разных странах этот вопрос решался и решается по-разному. Поэтому в мире существует не одна, а несколько капиталистических экономических систем. Они в какой-то мере соперничают, соревнуются между собой в эффективности, в способности обеспечивать лучшую жизнь населению своих стран. См.
